President Trump’s ability to keep everyone guessing is intentional but allies want predictability and dependability, (as cautioned in an earlier blog). German Chancellor Angela Merkel subsequently stated Europe cannot depend upon the U.S. and must proceed on its own to build a better security system, thus calling President Trump’s bet.  On Tuesday, CNN reported the White House thought Germany’s response to President Trump’s action(s) on the trip was “unbelievable”.
